What it means
The industrial production index measures the VOLUME of output, not its value: prices are taken out of the calculation, so a rise means more goods made, not dearer goods. A base of 2021 = 100 means the value 94.5 reads as “5.5% below the monthly average of 2021”.
The series is adjusted by INS for the number of working days and for seasonality, which removes both the effect of a month with more public holidays and the pattern that repeats through the year — which is why two consecutive months can be compared directly. Industry covers mining, manufacturing and energy production; it does not cover construction.
